Removed Sessions in WebMVC app
Fixed GracePeriodMgr issues using multiple instances

1. Changes the build context of all services to the root level to be
able to access the dependencies for each project.
2. Commented out the prepublish scripts, these steps are moved into the
Dockerfile

Did not change any script yet, need help to identify what scripts we
need to change.

Added middleware to bypass authorization in load testing

Added Payment.api to healthcheck

Created input in user campaigns view to update the user's location

Updated with latest configurations

Removing docker-compose.windows.override (not needed as is identical to docker-compose.override)

Updated Test project version

In AccountController we don't have view for index action it's also looks like a some rudement

bootstrap version was inconsistent in WebMVC app. js was from 3.3.6, but css from 4.0.0-alpha.5. 4.0.0-alpha.5 was introduced in a commit
