Add driver system for ICE Server with Convexsol and Metered

Add Following enhancements

  1. Reminder mail to interviewers
  2. Invitation mail to candidate
  3. Copy credentials in interview panel
  4. Add option to upload resume. Visible to interviewer only

- Add Metered and ConvexSol (CoTURN) provider drivers with response validation and caching
- Add IceCandidateManager with automatic failover and structured logging
- Add IceCandidateProviderInterface and DTOs conforming to RTCIceServer format
- integrate spatie/icalendar-generator for candidate & panelist .ics invitations (RSVP & 15m alerts)
    - add StoreInterviewRequest, ScheduleInterviewDto, and invitation/reminder queued actions
    - add migration for job_title, round, description, and reminder_sent_at on interviews table
    - style datetime-local picker indicators to pure white on dark input backgrounds
    - support button loading spinners with :showLoader="true" and loadingText
    - auto-open schedule drawer on validation failure with inline @error alerts and old() bindings
- Add resume file upload to schedule drawer with instant preview and validation
- Create resume lightbox modal viewer with background scroll lock and CV SVG icon
- Integrate CV tab into inspector panel with enlarge action and state 
- Attach candidate resume to panelist notification emails when 
- Fix Outlook RFC 5546 iTIP element mismatch and add table credentials copy button
- add option to set timezone from env
- removed local fix code from appservice provider
